  contrary to initial  expectations. Upon  analysis, points among
  the noise move and diffuse in semi-regular patterns independent 
  of observed atmospheric  flows, indicating  intelligent origin.
  ''Points are approximately 1.5  inches in cross-section and are 
  present from ground level to approximately 11 nm above the sur-
  face of 12.2.  Based on observed  density, estimate  10e19 such

  Report from Daniel Abrams, lead  ground sensing technician. Re-
  ceived T23+4715.91.31 imp hrs.
  ''Probe PR310G  landed on  surface  of 12.2 at  T23+4714.28.00.
  Ground appears  to be covered  with carcasses  of unknown life-
  forms.  Surface  images show  these are  strange  creatures, no
  larger than Earthly grasshoppers,  with fine bat-like wings and
  bodies covered in scales like a lizard. The scales were charred
  and blackened.
  ''Sensors detected  a single  specimen in  flight approximately
  300 yards from PR310G. Upon  scanning with miniature MINAR, the
  specimen immediately dropped to the ground. PR310G drove to the
  spot and found  the specimen dead,  with charred  and blackened
  scales. No further detections of lifeforms.
  ''Carla Giannino has  issued emergency  shutdown of PR310G. All
  scheduled MINAR scans of 12.2 are canceled.''

  PROGRAM SUMMARY
      The Galactic  World  Reconnaissance  Program (GWRP)  is a
    United States  space exploration and  research program. The
    mission of GWRP is  to gather scientific  and strategic in-
    telligence about  planets in the Milky  Way, evaluate their
    strategic importance in the United States' interests in the
    exploration of space, and  further humanity's understanding
    of celestial objects in the Milky  Way. GWRP is jointly ad-
    ministered by  the United  States Defense  Services (USDS),
    the American Intelligence Commission (AIC), and the Federal
    Bureau of Space Exploration and Colonization (FBSEC).

  MISSION OVERVIEW
      Site 23 is the 23rd mission  of the GWRP, the 8th outpost
    mission, and  the 5th manned  outpost mission.  The command
    crew consists of mission commander William Douglas, mission
    lieutenants Roger Edwards and Charles McNamara, chief pilot
    George Herschel, communications specialist Antonio Vasquez,
    and lead  researchers  Wilbert Price  and Merideth  Wagner.
    The target  region of the  mission is galactic  star region
    GSR-10-29871, located approximately  halfway along the Cen-
    taurus Arm of the Milky Way 55,300 light-years from Earth.
      Site 23 was  launched at  T0+180928.63.88  imperial hours
    (T23+0.00.00 imp hrs) from Cape Canaveral Air Force Base on
    Earth,  with the  transit  designation  RM-23. The  mission
    retained its  transit designation  until it  arrived at its
    assigned destination in  galactic space region GSR-10-29871
    at T23+4612.64.42 imp hrs.
      FBSEC retains  primary jurisdiction over  Site 23 and its
    mission goals. AIC and USDS retain jurisdiction over secon-
    dary and tertiary mission goals, respectively, for Site 23.

  GOALS
    FBSEC mission goals for Site 23 are to:
      * Gather primary  astronomical  information  about region
        GSR-10-29871;
      * Perform  scientific  measurements  and observations  in
        region GSR-10-29871  and gather planet  science data in
        accordance with existing GWRP mission goals;
      * Determine if evidence of  biological life is present in
        GSR-10-29871 and if the region is capable of supporting
        life; and
      * Conduct further research and  experiments as determined
        by FBSEC, based on evolving conditions in GSR-10-29871.
    AIC mission goals for Site 23 are to:

        10-29871 to support Earth life; and
      * Conduct further research and  experiments as determined
        by USDS, based on  evolving conditions  in GSR-10-29871
        and in deference to directives by FBSEC and AIC.
