One of the quirks of the telepaths with a high vogal generation[1], such as Ruben and Tagon, is that they are able to retrieve a large amount of information and speak with a precision that most people don't experience. This called casual recall[2] and represents the raw knowledge they have access to from a kotim[3] but not always the ability to understand it.
The idea behind the recall is that most people can't translate book learning (or reading a Wikipedia page) and translate it into physical action. A good example of being able to do that is my father, who taught himself how to windsurf and water ski from a book, including making his own skies from diagrams so he could do so.
Related is watching my children growing up and showing off a vast array of knowledge but not really the understanding of how to apply it. Yes, they know they have to pitch a tent, but the pictures and diagrams didn't translate into how to actual do it.
Because of this, telepaths can have a lot of knowledge, but it is just a jumbled collection of trivia with no understanding behind it.
The casual recall is also how Ruben has knowledge, but it stops. In effect, he has a cached copy of Wikipedia in his head, with a fast index, but the data is stale and he doesn't know how to use it.
