For years I've been trying to figure out why, sometimes, my mouse starts pausing for 1/2 a second or so at random intervals.
I went down many rabbit holes, but it looks like I have an old mouse that must be defective. `journalctl -b -e` (very useful for things like this) reports entries like 'kernel: usb 3-3.1: reset low-speed USB device number 14 using xhci_hcd' - several per minute when things get bad. That explains it.
How did I not catch it before? The old mouse is least favorite of mine -- I prefer the wheel to have some tactile feedback, and it lights up its semi-transparent bottom of the case bright red distracting my partner, so I switch it out as soon as possible.
As the old song goes, "Can't fix the roof when it's raining; when the sun's a-shining, the roof don't leak!"
I think I will get rid of it this time. Or if I feel particularly devious, I could donate it to GoodWill :) (maybe that's where I got it, actually)
