One unique aspect of the Isle of Vo is the concept of a vogal generation. It is the result of various rules imprinted into votim[1] in an attempt to create a more powerful telepath or one capable of influencing the world. There is some debate if the generation is a result of curiosity or a desire to change the world because the rules that govern the vogal are limited to only high levels of generations, long before said generations were even possible.
Like most Isle of Vo addresses, “vogal” is on context for most telepathic conversations and is the result of a vanity memory address[2].
Anyone not capable of using activity telepathy[3] is considered generation zero (V0). In most cases, they have no influence on the isle and are limited to the areas they are allowed to visit, organizations they can contact, and even entertainment they are allowed to enjoy.
Active telepaths are automatically considered generation one if they are capable of accessing the votim. They have a limited access, more than V0, but still cannot enjoy most of the island's wonders.
Generation two is a child that is conceived and born from two generation ones on the island. The continual influence of the votim on their thoughts during the pregnancy ensures they are born active telepaths and are considered a “citizen” of the country. If the mother leaves the country for even a millisecond, the intimate connection to the votim is broken and the child remains a generation one.
Later generations follow the same pattern, a child that is conceived by at least two parents who already are at least generation two, spends their entire pregnancy on the isle, and is born without leaving the shores. The generation of the child is the lowest generation of their parent, plus one.
Because of the influence of the votim, the sex of the parents or the number is less important. However, it is impossible to conceive a child from a single parent due to imprinted rules. For parents not capable of carrying a parent, a decision can be made to allow them to do so.
One effect of the higher generations is that the physical attributes of the child are minimized. In part, this is to focus more energies on their telepathic abilities but also cultural sense of ascetics and efficiency.
Around V5 is when the children are formally considered to have dwarfism and no child of V8 or higher generation is taller than four foot six inches.
Higher generations also have higher levels of sterility. This is also a function of the rules within the votim to ensure no one bloodline is capable of dominating the function of the votim but also to ensure genetic diversity. Due to this, there a V10 or higher is a rare occurrence.
For many higher functions of the votim, a certain generation is required to access features. Some of these features are based on internal rules while others are decided on a case-by-case basis.

While is generally accepted that a certain population will always be an aberration to cultural or mental mores, there is also a possibility that a high generation child will become a mental aberration or a broken mind. The effect or impact of a broken mind is always unique, it is always dangerous to a collective because most minds are capable of destroying the connections or the individuals connected the votim.

Almost every kotim[6] will attempt to protect itself by removing the aberrant mind out of context by creating an irrational memory address for it. For votim, there will be increasing pressure to remove the child out of the influence of the isle; the there is no death penalty or execution on the isle, but that doesn't mean the general consensus is against exiling the child and their parents to fend for themselves (and likely die to telepathic withdrawal[7]).
