Jone lives in an Earth like place that suffered some kind of apocalypse or cataclysm. Though the cataclysm may very well simply be the return of the Olds.
The nature of the world and how it came to be this way is central mystery of the series, but is rarely directly addressed.
Electricity and gasoline are scarce and books are rare.
The Olds are apparently pretty rare outside areas like Jone's: In /He'll Be Okay/, the Green party canvaser didn't seem to know about ogres, and was surprised and scared of the goblins.
Somewhat parallel to our own world: they have Covid-19.
