While I don’t disagree with the overall point made by the author, I wanted to provide a counter perspective.

I have come across job postings that still specifically ask for resumes to be submitted as Word documents. Maybe it is a practice leftover from the days when most people didn’t have access to an easy way to generate PDF documents. Maybe it is due to a constraint of the system or process the HR department uses.

I also know that some third party recruiters require the candidates to submit their resumes in Word. This allows them to reformat the document per client specifications. They may also edit it to fix typos or remove contact information.

So a candidate may just make a resume in Word and not bother creating a PDF version. I would recommend the employer to specify in the job posting that resume should be submitted as a PDF document if they prefer that format.
