I find Mario Golf and Mobile Golf (the Japan only sequel) for GBC very impressive. The graphics and physics and everything are very good and satisfying to play. Mobile Golf also has a ton of awesome minigames and challenges that are great.

As a fan of sports, I considered the pseudo 3D from FIFA (GBA) as something amazing for that age. Also Tony Hawk games (GBA) where fun, with pretty decent graphics, and more engaging than the PC releases. Mario Tennis (GBC, GBA) was 2D, but the story mode, deep gameplay and nice graphics wer eamazing. I'm also bit fan of Minish Cap art.

GBC: Alone in the Dark, Cannon Fodder, Shantae, Pokemon Crystal, Metal Gear. GBA: NFS series, V Rally 3, Top Gear Rally, OpenLara... there are too much showcases.
What do you consider the most technically (graphics, sound, content) impressive GB/GBC/GBA games? As a kid, I was always impressed by the “3d” graphics of Driver 2 on GBA. And recently I saw the incredible tomb raider port for GBA.
