[spec] Limit valid encodings of text/gemini to UTF-8

This is because it includes a lot of text/plain. I've just modifiedthe stats at <gemini://gemini.bortzmeyer.org/software/lupa/stats.gmi>to have a special tally for text/gemini and UTF-8 has aquasi-monopoly.
