I find that there is an optimal amount of soggyness a cold breakfast ceral can have before it becomes a mushy pile of carbs. However, this can vary from cereal to cereal. I believe that Fruity Pebbles (and the generic brands) are well enjoyed crunchy to a slight sog, whereas I feel that Frosted Miniwheats are best to let soak for about a minute before enjoying.
Of course that's just two cereal examples.
Nonetheless, the milk should be nice and cold.
