Reminds me of FidoNet days, https://en.wikipedia.org/wiki/FidoNet#Zone_mail_hour

There was /Zone Mail Hour for all nodes on the network when they MUST accept mail traffic from anywhere. Also there were flags in the list describing when the node is available for connection./
