On Linux, you can use the "tc" program to tell the kernel to dropand/or delay packets. For instance (DON'T TYPE IT BEFORE READING IT!)

tc qdisc add dev tap0 root netem delay 150ms loss 50%

Will add 150 ms of delay to all packets going through the networkinterface tap0 and in addition will drop (more or less) half of them.
