Much like other alternate Unicode registries out there, the Gemini Emoji Registry is a volunteer project to coordinate the assignment of code points in the Unicode Private Use Areas (PUA) for the encoding of emojis.
You can ask for any custom or non-RGI emoji to be added to the Gemini Emoji Registry. The rules are:
This registry is intended for use as an unofficial extension to the unofficial Gemini favicon.txt standard, and as such, will only work in clients that implemented it, such as Futago. You are free to use any of them in your projects.

Not Recommended for General Interchange. According to Emojipedia, an Unicode character or sequence that displays as an emoji on some or many platforms, but isn't likely to be well supported. They often are defined by Unicode already, but usually are not considered emojis, are combinations of two or more emoji joined by a zero-width joiner (ZWJ), or flags for ISO 3166-2 country subdivisions.
Those do not fit neatly within the Unicode standard and will use codepoints in the Private Use Area (PUA). However, another vendor or font (such as OpenMoji or Font Awesome) have been using them, so GER will use the same codepoints for compatibility. If your implementation does not use that font, it is encouraged to add the emojis to it.

Once an emoji is on the list, it won't leave except for a few circumstances, be it legal reasons, or was subject of complaints. It may also been officialised by Unicode or been given another codepoint for various reasons, in which case please use it. Use the old or removed ones at your risks and perils.
Rejected propositions are listed here for transparency purposes, but also as an example of what not to suggest. Please do not implement.
Note: In the event of an independence of Québec, this emoji will likely be picked up by Unicode as RGI with codepoints 1F1F6-1F1E8 (assuming the new country will be given an ISO 3166-1 code of QC), at wich point this entry will be considered deprecated.
