[spec] Will Gemini ever become a standardized protocol?

I've heard about the specs, that would be better than the current one.

I certainly hope that closed organisations like ISO or IEEE won't be
used.

Can I ask why? I mean they can cause a problem with evolving standardsbut since Gemini will be frozen anyway I don't see the specific problem.
