With the ground prepared, the arbiter asks everyone to argue their case, one after the other, and the results are always interesting.
How can we solve war?
Chickenpox!
At this point, it's time to think of a reason.
Chickenpox showed us we can inoculate people against something by getting it early enough. Every non-psychopath who glorifies war has grown up without it, thinking about it romantically, like a Rambo film. If we exposed people to small amounts of war when younger, we'd have more of an 'immune system' against violence when older, and wars would never start.
That might sound stupid, but the arbiter doesn't have to select correct answers - they can pick any they want.
