\subsection{RFC - Co-op of technological civilization}

From the leftover soup of star formation, life emerged. The only thing we know about this process is that it is extremely rare, so rare that we have not yet found another instance anywhere else except on earth.

Life that is conscious, self-aware and able to control its own environment is even rarer. Animals that have been shown to have self-awareness and consciousness include chimpanzees, dolphins, elephants, magpies, parrots, crows and other birds.

The occurrence of life that is organized into technological civilizations, with large organizations and institutionalized structures, may be so rare that it has only happened once. Life that is organized into technological civilizations can't exist as an individual organism. We are aware that it must be unique or at least rare. Because the universe is so vast, effective communication and information transfer between technological civilizations will be limited if there are others.

However, during the Anthropocene - our current geological epoch - building technological civilization has been a trial and error process like anything else in evolution. In the process, we have triggered impacts on Earth that may make our civilization unsustainable.

\subsubsection{Who are we}

We are a group of people who have worked individually for the betterment of man all our lives who have come to a realization there is an unacceptable risk that we have already reached and passed the tipping point where Technological Civilization as we know it will be lost and the next iteration is eons away at best.

Around 4,200 years ago, a devastating drought lasted for at least 100 years and caused the collapse of civilizations around the world. It ended Egypt's pyramid-building Old Kingdom, the Akkadian Empire in modern-day Iran and Iraq, the Indus Valley Civilization in modern-day India, and the Liangzhu civilization in modern-day China.

The artefacts and stories of the old non-technological civilizations provided seed however for the new non-technological civilisations in the next epoch.

A thousand years after the collapse of our civilization, what are the seeds of a technological civilisation. Our artefacts and stories may survive, but institutions and technologies will not.

We need to preserve enough resources and time to bud off a new branch of humanity in the only two places we can reach, Mars and the Moon, and we need to do it wihin the lifetime of persons now living.

We have many resources aamong our members and we are going to seek the cooperation of some states to give us a safe haven. We believe thay will see that the reason we select them for sanctuary are exactly the same reason that many bad actors will also target them. They have the best places in the world and they can quickly become the worst places in the world to be. We have other options for a haven, they may not have many defenders but us.

\subsubsection{What if you are wrong}

In that case civilization will survive and you can fly up to Mars and punish us for stealing the resources you could have used elsewhere, so either way you win.

\subsubsection{Why are you going public}

Because we are going to be open about out intentions and progress, despite the fact that our membership and resources must be kept secret for some time, many will disagree with our priorities and methods in the hope other will join us in spirit, even if they have no resources.

\subsubsection{Perceived Inevitables}

This plan is essentially simple, using things we know how to do, but its execution is difficult and complex. It is a matter of getting the time and resources to do it. US, China and Russia have the capacity and resources, but there are questions on whether the governance structure will be up to the task, and if they will survive the 50 to 100 year to complete the task. Why us, because we are committed to just this task, not our own survival but human technologicul culture. We are commited to survive the time and we will assist complement and cooperate with any other organization, NASA for example to combine resources.

\item The Institutions, Data banks, Seed, DNA, Egg, Sperm tc. will be unsustainable under the on-slaught of climate refugees, the governance required to sustain them is already compromised.

\item The current form of technology and civilisation will become un-sustanable on earth for centuries at least unless we sustain it apart from earth it will be lost.

\item Sancturies on earth, properly located and defended may be able to survive for half a century but likly no more.

\item The only possible alternative environment in which to preserve and sustain a part of our technological and civilisation is Mars, The moon may be able to host databases and gene banks, but not a vibrant civilization capable or utilizing those resources.

\item The 1000 year project of populating mars needs to be complete in half a century, thats 18 launch windows 18 months apart. Probably pushing resources into orbit constantly and as soon as possible getting nuclear propulsion tugs to fling them to mars each launch window. In particular we need to buy/steal all the nuclear war heads and materials we can either use the fuel to power Mars transfer tugs/power plants or send them to mars to use in teraforming mars moons and atmosphere (and to stup them being used in earths atmosphere) All one way, nothing comes back, the more refined metal and components we can send the better even if they stay in orbit there, anything we land can be a habitat or repurposed later.

\item A large proportion of the stockpiles of nuclear weapons will be used within earths atmosperes with the following sub-conclusions:

\item Use of nuclear energy and terra-forming on Mars is OK if its the only way to avert a worse situation

\item A fortress location on earth is essential to bridge the time until separation to build and launch escape vehicles to transfer people, life support, energy, technology and gene, human egg/sperm banks to Mars

\item The ideal location(s) are three islands with diverse resources for redundancy that must have a limited and defensible coastline and be in the southern hemisphere.

\item Ideal list is North and South Islands of New Zealand (Initially take Picton wharf and hinterland as a fixed missile site during blockade phase) and Tasmania (Initially King Island as fixed missile defence during blockade phase)

\item Reserve list probably Tierra del Fuego (too cold too stormy) and Madagascar (too big to defend)

\item these and their supply lines to inport industrial plant and raw materials need to be defendable for at least 50 years.

\item With immediate effect the Ideal list fortress locations need to be encircled with a defense cordon of the Coop fleets that have military capacity.

\item Space launch vehicles, launchable H bombs, factories to produce them

\item Raid gene banks throughout earth and collect a subset of the broadest possible genetic heritage

\item Immediately start terraforming Mars for atmosphere, water and heat and its moons for a form of plasma or other radiation shield
