It is an interrupt generator for the IIe.

It needs to be used (according to the GEOS manual) only if you
need to use GEOS with a joystick.  If you have a mouse on your
IIe, the AppleMouse II card can generate the required interrupts.

Also, if you have an Apple IIc or a IIGS, you got the capability
built in, so you also don't need the IRQ Manager.
