The commands I have used to create a true 8 bit link is as follows:

set ignoreeof
set filec

Then enter the telnet gateway via a ctrl-shift-6 (i.e. ctrl ^)

set xb=on
set ecmc=dis
res

I'm not sure exactly what these commands do, but this is the instructions
from my sys admin which have solved my download problems (in addition to
the TW II deactiviation).
