This according to a report released by the New York state's Attorney General. The second example is from the NYT's Covid19 Github repository in a readme file named, "NEW-YORK-DEATHS-METHODOLOGY" which begins by saying,
"Starting with data for Aug. 6, we are switching to reporting deaths in New York State by county of residence instead of the county in which the death took place...."
