The idea of a master table.

I've seen it in production.

This is a core file, a starting point, a declarative
config. You pair it up with a tool that's easy to understand,
that gives answers to questions.

eg What locations we have infrastructure at?
List certain types of services we run.
etc

The trick is that infrastructure uses this file actively
to maintain consistency.
