Who knew this would be so difficult. Google has lots of ways to import data in to Gmail but most of them are targetted at migrating data from Outlook/Exchange in to GSuite. Well I have a large Google Takeout (MBOX) that I wanted to put back in to Gmail (Free).
The first idea that came across was to attach thunderbird to your mbox takeout and also attach to your gmail account. Then just use a simple copy/move command. I tried this 100 different ways and it fails every time. It gets to about 1000 messages and then stalls out. If I limited individual message size down to <500k then I could get it to go a little further but it would still fail. To make things worse, there was no way to know where it left off so when you restarted you would get duplicates in the target location.
I found lots of custom made scripts/plugins that say they solve this problem but I didn't feel comfortable with the closed source code around these solutions. This tool was going to have access to everything in a mail file that spans 15 years of my life so you can probably understand the reluctance.
So here's what I did. I used a tool called "Stellar converter for MBOX" to convert the MOBX to PST. Then I used the standard google migration tool that migrates PST files in to Gmail. The first tool seems to have a long track record and a large footprint so I felt more comfortable with their tool. Obviously this is subjective but it checked boxes for me. The second tool is created my Google so I felt better about that one as well. Lastly, both tools support incremental conversions so if something stalled I could restart and prevent duplicates.
