What is the point of having an empty authority portion in file URIs?
<file:///merp/derp> should be the same as <file:/merp/derp>, except the first
has an empty authority section for, what appears to me, no good reason.
Is an empty authority the same as an unspecified authority?
To take the empty authority section into other URI schemes...
