A close reading of the spec:
The client must not:
execute any JavaScript included in the board
load any images, media, or fonts linked by the board
It seems to only want to allow HTML be loaded and that's it.

However, nothing is stopping the client displaying the board from
tracking loads, interactions (clicks &c.) and other activity and
reporting that. It's analogous to podcast players in that regard. RSS
doesn't really have tracking but there are ways around it.
Reverting back to Gemini, nothing prevents a client from recording its
users' activity and "phoning home" with the data. It's just that such a
client is unlikely to be very popular among current Gemini users.
