Dublin has the potential to become a net exporter of energy by 2050, according to the Dublin Region Energy Masterplan from Codema, the energy agency for the capital.
This would mean the region would meet its climate targets, create thousands of jobs and save billions.
Heating, transport and electricity are the three big sources of greenhouse gases in the Dublin region.
Codema says district heating - which uses excess heat from commercial and industrial buildings like data centres or factories - could provide 87% of demand, cutting Dublin's energy bill by almost €1 billion a year.
Around 65% of the region's carbon emissions from transport come from cars and Codema says even if Dublin meets the Government's ambitious targets for switching to electric vehicles, it will not deliver the reductions needed.
It says Dublin needs to give buses and active travel - walking and cycling - priority over cars.
On electricity, Codema says offshore wind energy has the potential to make Dublin an energy exporter.
It says this plan could deliver 182,000 direct jobs and save billions of euro in energy and other societal costs every year, while meeting the 2030 and 2050 climate targets.
