CO2 Capture - Net+?

So, some academic scientists have a "New 'game-changing' technology [that] removes 99% of carbon dioxide from the air"[1]. OK. So SCIENCE builds more TECHNOLOGYthat captures all the excess[2] CO2 from the air. What do "we" do with it?

[2] "excess"? Who gets to decide and regulate the definition of "excess"?

And the other questions is "doing something with it" does not involve converting it from CO2 into some useful and sustainable derivative, does it not just reduce the total amount of both oxygen and carbon available to life on the planet?

Just askin' for those of us who are not blindly enamored with the entire track record of either SCIENCE or TECHNOLOGY.
