Put the sour starch in a glass bowl.
In a pan, put in the oil and the water, heat it up until it boils and starts making the crackling noises, then put that on the sour starch and mix with a spoon until it's nice and crumbly.
Start adding in the milk little by little and continue mixing with the spoon. When you add in the last part of the milk, also put in the salt and continue to mix. Once you finished mixing all the milk, start mixing it with your hand, sort of making it into a solid piece.
Then, knead the dough on a table until it takes shape. Put it back in the bowl, add the egg and mix it once again, and then add the cheese and mix it once again.
Put it in the freezer so it can get to good enough consistency so that you can roll them up. Get a chunk of the dough and roll it into a ball (putting a bit of oil on your hands helps to make the balls), then grease a baking tray and put the balls on it, pre-heat your oven to 200°C and put it in the oven for around 30 minutes.
PS: The size of the ball is up to you, I think the size shown in the video for the balls works pretty well. Also, for the sake of translating it correctly she uses a kind of cheese called Minas Cheese, but parmesan is very often used also. Parmesan is a bit stronger so you can put a little bit less parmesan than 130 grams maybe, but it could be good with the same amount too, I guess it's a trial and error thing.
