I really like the [elastic tabstops] proposal now that I read it. It would be relatively easily composed, screen reader friendly (I think) and could be rendered correctly by a supporting browser. In the worst case scenario it would be reasonably readable by people in unsupported case. Also, sed, grep and awkable.
