System Restore is a vital system in Windows ME it will automatically back up
configuration files at certain times which if something should go wrong you
can use system restore later. The problem with system restore comes with the
fact that it tends to lag a system with little ram as well as take up those
valuable system resources. Its recommended that if you aren't good at taking
care of your computer you keep this system in tact. Note that also it will 
stop System File Protection from working, but you can use 3rd party 
applications that will remove system restore and keep system file protection
on.

1. REMOVAL OF HELP BUTTON (OPTIONAL)
When you remove system restore your help button will no longer work, which is
actually a blessing since it doesn't help much anyways.
- launch regedit
- go to HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\
  EXPLORER\
- in the right pane right click and select new dword value, name it "NoSMHelp"
- give it the value of 1.

2. REMOVAL OF SYSTEM RESTORE
- click start - run.. - type in the text below exactly as it appears
rundll.exe setupx.dll,InstallHinfSection Uninstall 132 %windir%\INF\PCHealth.inf
- run regedit head to HKEY_CURRENT_USER\SOFTWARE\MICROSOFT...remove PCHealth
  folder from there
- go to HKEY_CURRENT_USER\SOFTWARE\MICROSOFT\ACTIVE SETUP\INSTALLED COMPONENTS
  as well as HKEY_LOCAL_MACHINE\^ and remove PerUser_PCHealth

3. REMOVE STATEMGR.EXE
- run regedit
- search for statemgr.exe and delete all matching entries
