Usually I install new Fedora releases right when they come out, so I don't use respins very much, but I have used them in the past and never had any problem with them. What you describe sounds like a pretty serious bug. Likely it has already been reported, but if not consider reporting it yourself on Bugzilla!
As for switching from ext4 to btrfs, I reinstalled Fedora last year for this same purpose, and some part of me regrets it. btrfs does add convenience by having a few special features, like being able to share storage across logical volumes, but on my laptop's clunky old hard drive it somehow manages to perform worse than ext4 did. (Which, apparently, is possible!)
