The post linked below talks about basic accessible devices in terms ofsustainability, but I think the ideas are quite closely related toyour own. Essentially, it suggests that an existing ubiquitous sourceof low-power networked computing is the plethora of Android phones incirculation (that are only really made 'obsolete' for the purpose ofshareholder returns). It's quite a compelling case for applications inwhich WiFi/GSM/Bluetooth/etc. is enough.

Tied with something like Deedum (https://github.com/snoe/deedum),perhaps modified to support older hardware and to also support syncfor offline viewing, this would seem to be a big head start inachieving your goal, albeit from a different direction.
