Not quite, no. Even though the IEFT could choose to use the tag uri for such purpose.
There is a dedicated URN Namespace for IETF Documents instead:
https://tools.ietf.org/html/rfc2648
So, urn:ietf:rfc:2648 is actually correct.
The original purpose of the tag URI is to allow anyone to mint unique identifiers, without bothering with a central authority:
