A client SHOULD NOT send the fragment part of a URL to the server?

Wouldn't it be infinitely easier and less vague to just use a line
number for the fragment? Everything else is line based, so it fits that
mindset well. It's also less likely to run into issues when someone has
odd characters or multi-character emoji in a heading.

Any continuous numbering has the problem that the content needs to beperfectly static. No matter if you use line numbers or heading index.

If I insert an introduction, a new sentence, update a date, … the indexwill break
