Similar to the Internet Assigned Numbers Authority (IANA), but for gemini/text links.
Could provide protocol assignments profile of registered gemini/text links URI schemes, ala mailcap: GEMCAP.

Nothing prescriptive, but rather normative. A MAY, RFC wise.
This could provide an organizational principle to the URI space. A guidance. A norm.
GEMCAP could manifest itself as a network accessible, version controlled, gemini/text document maintained by the community.
From the mailcap introduction, dated September 1993:
"The electronic mail world is in the midst of a transition fromsingle-part text-only mail to multi-part, multi-media mail. [...]
Various parties have demonstrated extremely high-functionalitymultimedia mail, but the problem of mail interchange betweendifferent user agents has been severe.
