For the laboratory observer the Sagnac effect seems to have a simple explanation-because of the rotation the round-trip distance traveled by the waves co-rotating with the platform is greater than for the anti-rotating waves.
Seems to suggest photons are either getting "bent" or flung in such a way that when the observers and transmitters are in a larger gravity well, it appears that light has a uniform speed. But if the observer/transmitter is independently spinning then the speed of light may distort.
