I generally agree with Kyplanet. There aren't many good objections to putting all kinds of stuff on the moon. (A big space telescope on the dark side would be excellent.)
However, there's one important objection he's missed: Since everyone can see the moon, the ghouls will want to put ads on it.
The moon should NOT be covered in ads. And it's light shouldn't be altered since it's part of the natural cycles of earth.
