I think you need to adjust your expectations. A typical undergrad stats course for non-math majors:
"If a random variable is normally distributed. Mean 89 and standard deviation of 12 then for a population of 400 how many observations would be greater than 60?"
Not even dealing with the distinction between sample and population or the uncertainty. Just can you apply the normal distribution. Some students will struggle with percents.
