@nytpu I think the ROM rule is more like the nuclear test ban treaty allowing underground tests:
You can't check that a chip doesn't contain a ROM (it's externally indistinguishable from a chip that's hardwired to do one thing) so you can't enforce a ban on it.
If you can't enforce a ban on it, then those not obeying the ban will benefit.
Therefore, it's not fair to have the ban, because it only puts honest people at a disadvantage.
