Depends on the other. If it is a hacker, programmer, engineer, scientist, or technically capable writer, I'ld suggest to learn #Emacs.
Which is a multitool for practically everything, but esp. contains a pretty good #PersonalInformationManagementSystem (#PIMS), called #orgmode. It also happens to be a text editor.
