Additional Shuttles
	In addition to NASA's four (five - cross your fingers) didn't the
Air Force want some?  I know they built a base in Vandenberg.
	And speaking of things military, has there ever been a serious study
done of the strategic value of a moonbase?  Heinlein in `The Moon is a
Harsh Mistress' makes a good case.
