Subject: Mark's Proposed Usenet Policy

1) Well there are several little systems around here that run news,
   netnews that is, yet have no particular reason to need to be known
   to the net. This is not so much that they want to be secret,
   its just that they are "Duke" for all intents and purposes
   and there is no need to clutter any netmaps with them.
   I should think such sites will become common is this day and age
   when unix will run on any little 11/23 or HP-35 or whatever.
	a) maybe specific monthly .sys requests could be made only
	   of sites that have submitted news at some time in the past?
	b) maybe some human or semi-automatic program could scan
	   through the results of a monthly request and selectively
	   inquire if a given site would like to be included?
	c) of course, such sites could comment out the .sys code,
	   but making that easy and acceptable is not in the spirit
	   of your suggested policy.

2) The requirement that the arpa news groups be "public" actually
   has a pretty hefty impact on those groups. I can well imagine
   that some sites would want to put restrictions on who can
   read/submit to these newsgroups. "All users must have access to
   the net and fa newsgroups" could cause complications.
   Why can't this be left up to individual sites?
   By the way, any future USENET/CSNET interface is certain
   to have to address this issue.

3) I agree completely with the idea of building in the uuname
   request facility. Make this general. I can imagine other
   such requests in the future. Network-wide cancellation of
   news, for instance.
