news program speedup
Duke obtained a big speedup in news by changing input.c:
	/uux/s//& -r/
The "-r" flag, documented only in section 36 of volume 2A of the UPM,
suppresses polling of the target system.
I highly recommend "-r" if your uux supports it
and if you broadcast news to several systems (we send to 11 others).
