Yes, it makes the world into two (or more) big program, emacs plus a command interpreter (the shell in unix). This still requires that all window management, editing, and buffer management be lumped into one program (emacs), and that people who wish to use another editing command structure use another version of emacs, for example, one that use vi command conventions. This in fact may be the way to go.
