R. 5983, the Government Printing Office Electronic Information Access Enhancement Act, the Government Printing Office (GPO) is taking steps to make government documents more widely available to the public. GPO has launched a $1.16 million effort to make the Congressional Record available electronically. GPO is shooting for a January 1994 completion. This program, along with many other useful projects to create publicly available electronic records, was included in the compromise bill, H. R. 5983, that failed to pass before the 102nd Congress adjourned last month (see NTN June 1992, August 1992, and October 1992). Currently, the right to make government data electronically accessible is auctioned to private companies. These bills would have made GPO the sole source of many electronic documents; GPO would have offered free access via the Internet to participants in the Federal Depositary Library Program, and fee- based access to individuals.
