It has been established (in Hulk Annual #7) that he has the memories of Doctor Scott Lang so the twelve it referred to may have simply been the original X-Men, Havok, Polaris, Banshee, Collosus, Nightcrawler, Storm and Wolverine, literally the twelve X-Men as Scott Lang would remember them. Apocalypse has also referred to "The Twelve". This is undoubtedly a list of the twelve most powerful mutants in his opinion. His list may not have been complete and mutants belonging to his list need not have been ones of "The Twelve" that the Master Mold was seeking.
