Same here. But Vivaldi is based on Chrome.
There's no issue with Firefox, I just checked.

Same thing happening for me with Vivaldi, no Privacy Badger, no new extensions, I did get a message saying that toolbox wouldn't be supported in new releases with the latest Vivaldi update.
