PC unable to boot up Windows

A bit of context for my situation:

My PC was in rest mode, power went off in the whole building so it turned off.

When power came back I managed to boot it up as usual, but the “shut down” button from Windows was not working (it was like pressing nothing), so I just hold the power button and called it a day.

Fast forward to today, pc now gives black screen after the manufacturer screen (although I can see and move the cursor in said black screen), can access both bios and safe mode but can’t boot it up directly, from the prompt command I tried the scannow, check disk and DISM, nothing of this helped.

For the hardware I tried to unplug it a bit (maybe too much voltage so it had to discharge) and unplug the SSD (since the OS is in the HDD), but this didn’t work as well.

Any tips of what could be causing this?
