I imagine so. I mean, there's a sign right there.
They will be doing this to ensure people aren't on the road doing photoshoots and getting hit by vehicles. It's simply a safety measure.

It did get a bit dangerous a few times. There were some full on wedding shoots by the side of the road and some music video shoots too. Given it was a Sunday but I imagine it still being a bit unsafe.

Very true. They should also make a sign along Coco Beach so that people don't leave their cars in the middle of the road to take pictures. They don't even turn on their hazard lights. You would think something is wrong with the car, but no, they're just taking pictures, smh.
