They had learned over the previous generation that if you send inexperienced crew members down on dangerous missions... they tend not to make it back.
So, less experienced crew take on more routine missions to gain experience. These missions tend to not be shown on screen because they're... well, boring. Until, of course, we get to Lower Decks; a show SPECIFICALLY ABOUT what goes on in the lives of less experienced crew members.

In Gundam, the Earth Federation is very low on pilots. Char Aznable snd the Zeon have been outperforming them both in combat and mobile suit advancement. Amuro's father was supposed to be the pilot for the RX-78 before Zeon attacked and tried to steal it.
And then there's the whole NewType thing later in the series where younger generations of pilots are able to connect with a mobile suit via their Brain.
