Question is: did it recently start using best of the year rather than best of all time?

There was a poll[1] in January 2017 where I asked what users wanted. Because there wasn't a supermajority, as a compromise, I decided to use best of the year for subs that are more than 3 years old (so newer content is posted), and best of all time for subs that are less than 3 years old.
