Where can I post a complaint about the mobile site itself? I'm tired of being told to get the app at least on every page, I'm tired of having to constantly tab back to chrome because the incessant and invasive adverts constantly stunting my ability to browse.

/r/mobileweb is the subreddit for the mobile site.
You can disable the app pop ups from the hamburger menu (3 line icon) in the top right of the mobile site, the setting is labeled ‘ask to open in app (on)’.
