If this is true, it certainly doesn't need to happen for every single video. Stick a single bandwidth test In the header or footer and let it be done once per load

Eh, could leave Wi-Fi or be in a tower change that merits re-eval. I think Wi-Fi switching can certainly trip a speed test, and maybe have one every other minute or so.
